I looked at the article. It is interesting and sounds like a good idea although it is quite complex (BTW I liked one of the links). I have no realistic chance of helping with this he project in particular (because to-date I can't read Hebrew) but it could be good to apply some of that in Spanish wikipedia.

What I don't like of it is that, as I understood it, it requires a special, however free, gadget download. It also involves a cooling time of 120 days which is quite long.

It is mentioned that it is a careful manual process aided by a searching tool. Why not just use hidden categories and instruct bots not to interfere with them? (I am no technical expert - apologies if this last question is silly)

Another question: these lists, where are they found?

The cooling period of 120 is easily configurable, and you don't have to use it at all.

Why not hidden categories - They are a new feature and they weren't around when this project started. We might consider converting those types to categories, but types have their advantages - there is less typing and with a separate manual tool there is better focus on the particular task (at least that's my opinion). Bots are not an issue - if there no interwiki links, bots don't have anything to do.

Gadget download - Yes, it is required. It is also required that you understand how to install Perl and Perl modules, but it's not too hard and i can help with that. (And if you use Linux or Mac, you already have Perl installed and just need to install the modules.) The tool does two things: searching for articles without links and sorting them to pages by types. The sorting part could be done by using categories, as you suggest, but searching to articles without links cannot be done by built-in MediaWiki tools.
