Total budget expenditure in euros for the whole period 2007-2013 per capita (2007 population figures) are given below. Negative numbers indicate net contributors, positive numbers indicate net recipients.

Belgium and Luxembourg

"...Some expenditure allocated to Belgium and Luxembourg might (sic) be inflated due to the large number of multinational consultancies or ad-hoc companies based in these 2 Member States. EU expenditure to these companies might actually be paid ultimately to parent companies or subsidiaries located outside these 2 Member States. It is not always possible to identify the location of the final beneficiary of such expenditure (notably under 'Internal policies' over 2000-2006 and under headings 1.1 & 3 since 2007)..."
