ח'ליל אל-חיה (בערבית: خليل الحية) היה בכיר בזרוע המדינית של ארגון הטרור החמאס, שנבחר למועצה המחוקקת הפלסטינית ב-25 בינואר 2006 כנציג העיר עזה. הוא מתגורר בשכונת שג'אעיה במזרח העיר עזה.
שבעה או שמונה מקרובי משפחתו, כולל שניים מאחיו, חוסלו על ידי ישראל במהלך 2007.[1][2] אחד מבניו נהרג כתוצאה מתקיפה אווירית ישראלית שבוצעה בשנת 2008 בעת שהנהיג חטיבה של גדודי עז א-דין אל-קסאם ששיגרה רקטות על ישראל.[3][4] בן אחר, כלתו, ונכדו חוסלו במתקפה אווירית על ביתו של ח'ליל שבוצעה ביולי 2014 במהלך מבצע צוק איתן.[5][6][7] ח'ליל ניסה לקדם בעבר בעבר קמפיין דיפלומטי להכרה במדינה פלסטינית כחברה באו"ם בגבולות שלפני 1948.[8]
ב-2 בינואר 2024 נהרג בסיכול ממוקד ברובע דאחיה בביירות. לפי דיווחים בלבנון, מטוס קרב או כטב"ם ישראלי פגע בדירה שבה שהה במעוז חזבאללה בעיר, חיסל את ח'ליל אל-חיה ועמו את סאלח אל-עארורי, אוסאמה חמדאן ועוד שלושה פעילים.
